In Iraq, as in Vietnam, we have had ever-shifting military strategies. In Iraq, as in Vietnam, we have had trouble building effective, clean governmental institutions in the soil of an alien culture. Most importantly, in Iraq, as in Vietnam, we face the prospect of defeat.
